Request for a solution regarding the asphalt paving of neighborhood streets

Problem description

The roads in our neighborhood need to be paved. The roads in all surrounding neighborhoods are already paved, but if we approach the local officials, they have been stalling for several years, saying, "we won't do it, we won't do it." Please take a look yourself and suggest a solution.
